The Omnium Beast Left Arm is one of the parts you need to collect to obtain the Omnium Beast vehicle. To get it, you need to unlock Banges and head to the southernmost area in the region: HT201 Shelter. Here, you must solve an Electronic Lock puzzle to disperse a barrier guarding a Supply Pod that contains the Omnium Beast Left Arm.
Four Barrier Password Memories are scattered around HT201 Shelter, and each will provide you with one number in the four-pin passcode for the Electronic Lock. Searching for these Barrier Password Memories and interacting with them is optional. Head to the area circled in the image above and interact with the Barrier Password Memory to find the fourth PIN.

How to solve the Electronic Lock puzzle in HT201 Shelter in Tower of Fantasy
Head to the area circled in the image above to find the NPC Linda in front of a barrier. Interact with the Electronic Lock on the right and input the code 1647 to disperse the barrier. Inside, you'll find a Supply Pod that you can loot to obtain the Omnium Best Left Arm.
