Tell Devin Averin you want to trade and look for High-Tensile Spidroin under the Resources section of his inventory.
This item costs 58 credits and has a mass value of 1.30. The items in a shopkeeper's store in Starfield may vary each time you visit them; although I didn't find High-Tensile Spidroin in the stores on New Atlantis and Neon, I still suggest you visit them as other players have found it there.
