Saints Row and its cities are historically filled with rival gangs that control territory just begging to be wrestled away. There are at least three factions to contend with this time around:

- Smugglers based in the Mercado District.
- The Idols
- EDM enthusiasts with a penchant for anarchy.
- Marshall
- Run by Arikas and the former employer of the Boss.
