As mentioned earlier, the 9th elf is behind the Bloxburg City Hall. To be more precise, it is inside a single small shop behind the Bloxburg City Hall. Reach the Bloxburg City Hall and go to the backside. You can travel there by foot or in your car.
Once you are at the City Hall, start climbing the slop filled with snow until you reach the shop. It will take anywhere from two to three minutes to reach the area. Here, you will find the 9th elf inside the shop at the foot of the NPC. You can identify the shop as it's the only shop near the road, and the NPC wears a bright blue jacket.
