How to get Chansey in Pokémon Scarlet & Violet

To evolve Happiny into Chansey in Pokémon Scarlet and Violet, you will need to find an Oval Stone. The Oval Stone is a special held item used to evolve Happiny. You can find this item by searching the glimmering sparkles on the ground, but you can get a guaranteed one. Go to Levencia and search the northern part. Between the Rough and Tough and Delibird Presents stores, you will find the Oval Stone.

Happiny can only evolve by holding the Oval Stone and leveling up during the day. So you will need to wait until the daytime before you try to evolve Happiny. But Happiny is the only Pokémon that evolves with an Oval Stone, meaning you will only need one unless you want multiple Chanseys.
