The answer is no—you cannot get a shiny Cinderace from the Tera Raid event in Pokémon Scarlet and Violet. The Cinderace in the Tera Raid event is shiny-locked and will not be shiny. However, you can get a shiny Cinderace through breeding.

How to get a shiny Scorbunny in Pokémon Scarlet & Violet?
To get a shiny Scorbunny and Cinderace in Pokémon Scarlet and Violet, you will need to breed Cinderace. You will have low odds of receiving a shiny Scorbunny, but once you do, you can evolve it to get a shiny Cinderace. We recommend getting the shiny charm and using the Masuda Method to increase the odds of getting a shiny Scorbunny through breeding.
If breeding the Cinderace you received from the 7-Star Tera Raid, it will not have the Fighting Tera type or the Mightiest Mark.
