Milotic has an unnaturally high Sp. Def stat, so you can choose to bolster its defense with a Bold nature for an around tank—some of the Pokémon I personally hate going against in PvP.
For in-game content, Modest works pretty well. It'll probably even help you bulldoze through many of those Ogre members in Hitakami. If you want to build a Modest Milotic for PvP or for more difficult content, you absolutely can as well; it has a ton of powerful moves that it can learn (think Ice Beam and Scald).
