8 - MicroCam
The MicroCam allows you to place a tiny camera in any location. While this sounds useful on paper, the actual execution is more difficult than it should be. The maximum distance you can place the camera is very small, and since most levels have access to cameras anyway, as a Hacker, I found little value in using this gadget. A niche tool at its best.
7 - ECM Jammer
This is another tool that sounds more amazing than it actually is. While the ECM Jammer seems valuable, it is largely overshadowed by the fact that cameras and radios are more easily dealt with using other means. I personally never found this thing to be worth the slot it takes, which is why it is so far down the list.

6 - Infrasonic Mine
From this point forward, we're talking about tools that actually are worth slotting in. The Infrasonic Mine plays the role of crowd control, and it does a solid job at it. There were a few times when this tool came in clutch for saving an intense run. It is still sort of niche as it requires careful placement to make use of.
5 - Motion Sensor
Knowledge is power, and the Motion Sensor is no stranger to providing it. Due to its short range of just three meters, this tool is best used as an alarm in choke point areas once your mask is on. Coppers will be swarming in droves in every direction, so it's good to know where to look before it's too late.
4 - Sentry Turret
Similar to the Motion Sensor, the Sentry Turret is best used to defend choke points. This tool is lethal, and it isn't uncommon to see it mow down groups of enemies. It is also exceptional at defending locations, like when you need to crack open a safe or vault while under fire. However, its pain point is that it overheats quickly without point investment into the Engineer skill tree. Still, very useful for warning you of what's ahead.
3 - Ammo Bag
The Ammo Bag does exactly what the name suggests: it gives you ammo. It is number three on the list because ammo is a common pick-up thanks to enemies dropping it when they die. While this dropped ammo is nice, the Ammo Bag gives you back your ammo in large amounts quantities. It allows you to reload your gun without putting yourself in danger; rather than leaving cover to grab ammo off the ground, you can do it safely.

2 - Medic Bag
If you don't have health, then you're dead and you can't get the loot. Since health is the second most valuable resource in Payday 3, a tool that restores your health is very useful. Investment also greatly improves the healing amount per bag. It would be the most important tool if the last of the gadgets did not exist.

Armor is more important than health in Payday 3 because it functions like a health bar with significant damage resistance, meaning it is difficult to lose completely. The Armor Bag is there to serve your needs in the event that your armor gets dangerously low. Taking damage without it rapidly drains your health, which is exactly why the Armor Bag is the best gadget in Payday 3.
