Gear 4 is in One Piece Odyssey, but you must first unlock it. To unlock Gear 4 in One Piece Odyssey, you will need to progress to chapter eight. Here you will revisit the Dressorosa arc. During this arc, you will face Donflamingo as a boss.
After defeating Donflamingo, you will unlock your first Gear 4 ability in One Piece Odyssey. You can unlock further Gear 4 abilities by collecting more cubes. Gear 4 abilities you can get in One Piece Odyssey are Bounceman, King Kong Gun, and Snakeman.
Is Gear 5 in One Piece Odyssey?
Gear 5 is not in One Piece Odyssey, meaning the highest you can reach is Gear 4. This is because of where One Piece Odyssey takes place in the timeline. It has not yet reached the point in the anime/manga where Luffy uses Gear 5. So there is no need to try and get higher than Gear 4 in-game.
