After unlocking a new sector in Ixion, it's always advisable to transfer some resources like Polymer, Food, or Electronic Chips from your healthy area to help in its initial developmental phase. Though the task may sound simple, it is quite a complicated affair as the tutorial does not clearly explain the various criteria involved in exporting and importing resources between sectors. To transfer resources between any two sections, you must not only trigger the export criteria of an area but also must fulfill the import criteria of the receiving sector.
How to setup import and export criteria in Ixion
To set up import and export criteria of resources, you need to open the Resource Management feature. You can find the button in the below image.

After opening Resource Management, you need to open the sector and choose the resource you want to transfer or receive from the list of items.
For the sake of the guide, let us assume that you need to transfer 50 Alloys from sector 1 to sector 2. Click on Sector 1 and tick mark on the active button adjacent to Alloys. Set the desired amount in the sector at least 50 units less than the amount at your disposal. If you have 100 alloys, keep the desired amount at 50. Unselect every other sector except Sector 2 under the export to sector tab.
Now, select Sector 2 and click on the active button adjacent to Alloys. Set the desired amount in the sector to 50 more than the amount at your disposal. For instance, if you have 10 Alloys, keep the value at 60. Soon after adjusting the value, the game will immediately start transferring 50 alloys to your stockpile in sector 2.
Remember, to transfer items between two sectors or multiple, all of them must be connected to their adjacent sectors via road.
