Flowing Purity is a craftable weapon, so it's completely free-to-play and can be obtained by all players. You can get the Diagram for Flowing Purity from the Fontaine Blacksmith, Estelle, who sells it in exchange for the following materials:

- x10 Condessence Crystal
After learning the Diagram for Flowing Purity, you can craft it through any Blacksmith using the following materials:

- When using an Elemental Skill, All Elemental Damage Bonus will be increased by 8/10/12/14/16% for 15 seconds, and a Bond of Life worth 24% of Max HP will be granted. This effect can be triggered once every 10 seconds. When the Bond Of Life is cleared, every 1,000 HP cleared in the process will provide 2/2.5/3/3.5/4% All Elemental DMG Bonus, up to a maximum of 12/15/18/21/24%. This effect lasts 15 seconds.

Who can use Flowing Purity in Genshin Impact
Flowing Purity increases the wielder's Elemental Damage after using an Elemental Skill, so it's especially great for characters who deal Reaction-based damage. You can further increase the Elemental Damage gain by clearing the "Bond of Life," which is a mechanic that drains the wielder's HP and prevents them from getting healed. It can be cleared by stacking heals until the percentage of HP removed is fully recovered.
With that said, I strongly recommend having a consistent healer on the team if you plan to use Flowing Purity.
