Hilichurl Rogues make up an enemy group of larger Hilichurls with specific Elemental types. They drop the Ascension materials called A Flower Yet to Bloom, Treasured Flower, and Wanderer's Blooming Flower.
The material drops are used to Ascend the Jadefall's Splendor, Ballad of the Fjords, Ibis Piercer, Scion of the Blazing Sun, and possibly other characters and weapons in the future. If you're looking to farm Hilichurl Rogues, head to the locations marked below.
Where to find Hilichurl Rogues in Genshin Impact
Hilichurl Rogues are scattered around Fontaine and Sumeru's Girdle of the Sands region. While there aren't many of them, each drops multiple materials. If you find that there aren't enough in your World, you can visit a friend's World through Co-op mode and ask permission to farm there.
North Fontaine
Reference the image above for the locations of all Hilichurl Rogues in the northern part of Fontaine, mainly around the Fontaine Research Institute of Kinetic Energy Engineering Region.
South Fontaine
Reference the image above to find all Hilichurl Rogues in the southern part of Fontaine. They're scattered quite far from each other but are relatively close to Teleport Waypoints, so they're not difficult to find.

Girdle of the Sands
In the image above, you'll find all Hilichurl Rogues scattered around the Girdle of the Sands region in Sumeru. There are a ton of them within proximity, so I recommend following the route from the bottom up.
How to defeat Hilichurl Rogue in Genshin Impact
Hilichurl Rogues are tethered to a specific Element (such as Anemo or Hydro) and will have a higher resistance to it, but will not be immune. They don't have Elemental shields either, so you can safely bring a hard-hitting exploration team regardless of Element.
The Hilichurl Rogues will sometimes summon Slimes aligned with their Element. Defeating the Slimes will knock down the Hilichurl Rogue.
