The Monarch's Level Up Quest Pack includes several cosmetics. As a quest pack, it also provides additional challenges in the game that are unavailable elsewhere, and you can use these challenges to gain enough experience to earn up to 28 levels in the Chapter 3 Season 1 Battle Pass.

Seven new quests are added every week until Chapter 3 Season 1 ends, each of which is worth 1 full XP level on the Battle Pass. Completing all seven quests for the week provides the player with the following cosmetics:

Week 1: Shattered Wings Back Bling
Week 2: Monarch's Glow Wrap
Week 3: Golden style for Shattered Wings Back Bling
Week 4: Golden style for Monarch Outfit

How-to Get the Monarch’s Level Up Quest Pack Bundle

Monarch’s Level Up Quest Pack can be obtained with V-Bucks when it is in the Item Shop. Cosmetics rotate in and out of the shop each day, so we have no way of knowing when it will return.
