You can get this cosmetic as a reward for completing the following tasks on The Cube Queen's punchcard:

• Use a Shadow Stone or Flopper to phase for 3 seconds near a player. (Normal)
• Complete all The Cube Queen's quests on Page 1 (Obliterator)
• Complete all The Cube Queen's quests on Page 2 (Islandbane)
