There is no fix for the Destiny 2 Last Will and Testament quest bug, though Bungie is aware of it and is actively investigating the cause. That said, there is a way to prevent it from happening if you haven't accepted the quest yet: don't reset your War Table until the error is resolved.
If you have, all you can do for now is wait for Bungie to fix the issue before you can complete the Destiny 2 Last Will and Testament quest.
Destiny 2 Last Will and Testament quest bug explained
Following the Destiny 2 Update 7.0.5 on April 18, 2023, players jumped back into the game, raring and ready to go. While the patch addressed many issues, including Raid and Dungeon bugs, it also appeared to have added its fair share of Destiny 2 errors. One of which affected the Last Will and Testament quest.
The quest, which is given to you by Commander Zavala after Amanda Holliday's death, is supposed to reward you with her Ship, the Brazen Spark. But for some, a glitch is preventing that, blocking you from being able to add it to your inventory.

It appears as though Guardians who have reset their War Table at the H.E.L.M. mistakenly received Brazen Spark as a reward, which is stopping them from handing in the Last Will and Testament quest because you can't own the same Ship twice.
