It is typical for a live-service game to run into some issues. Destiny 2 is no stranger to this, and fans have become familiar with the various error codes that the game sometimes gives them. One of these codes you might receive is called BOAR, and here is how you can fix it.
Bungie's help page states that the BOAR error can appear when the player is experiencing issues with their network connecting to their console. In the case of PS4, this error is appearing when the connection is interrupted during the download of the required content packages, therefore the download will be put into a paused state and the error code BOAR will appear.

Players looking to fix the issue can do so pretty easily. Once the internet connection has been reestablished, all players have to do is resume the package downloads that were paused. This can be done from the downloads menu, or by interacting with the notification that stated the download was paused. Once all of the packages have been fully installed, players on PS4 will be able to launch the game without any issue.
If you are still receiving the BOAR error after following the above steps, Bungie encourages players to post on the Bungie Help Forums. This is where they will be able to assist you directly with your problem, as well as help others who may be having the same technical issues.
