You need to surprise and blindside enemies to get more, as they'll increase your AP to 15. If you change character during combat, your increased max AP will transfer over to them. Be careful, as the expanded limit will be reduced if you take damage or are knocked down. Remember that characters you don't control can't have more than 5 AP.
