The Tallneck at The Shining Wastes can be reached during the Main Quest The Wings of the Ten. During the unmissable story mission, Aloy will acquire the ability to craft the Sunwing Override. After obtaining it, you will need to locate a Sunwing and override it. These can usually be found directly above The Base, atop the mountain peaks.
After overriding and mounting a Sunwing, simply fly to the nearby Tallneck, using R1 and R2 to adjust your height accordingly. Once at the top of the Tallneck, override it to widen the search area on your map. For the Main Quest, you will need to collect the Horus Energy Cell, which will be in the northwest section of the map.
You will likely reach the Main Quest The Wings of the Ten at around Level 30. Depending on your play style, you should unlock The Shining Wastes region and the Tallneck after passing the 20-hour marker.
