No, you do not need to play GhostWire: Tokyo Prelude to play GhostWire: Tokyo. For those who really are into the story, the visual novel is a great place to get additional lore. It gives details about K.K. and his team and lets you see Tokyo before everyone goes missing.

It isn't meant to take away anything from the core game; it's more of a companion piece. That being said, you can run through the visual novel in about 30 to 40 minutes, making it a rather short read.
