If you want your Pokémon to learn old moves, you need to speak with the Pokémon Maniac in Pastoria City. However, he’s asking for Heart Scales in exchange for his services. Here’s where to find them in the Sinnoh remakes.
In the overworld, you can find Heart Scales in two locations: Route 212 and Route 214. The Heart Scale in Route 212 is buried beneath the mud somewhere left of the Honey Tree located in the area. Please see the picture above for reference.
Meanwhile, you can find the Route 214 Heart Scale on a grassless tile left of the Psychic Trainer.

If you want more Heart Scales, you need to dig them up in the Grand Underground. They’re semi-rare. As such, if you have a Nintendo Switch Online Membership, it’s recommended to enter the Underground connected to the internet. This will make the game spawn rarer items (and Pokémon!) faster since every trainer shares the same Diglett gauge and contributes to it collectively. Once it reaches 40/40, every digging location will spawn rare items.
