The Quick Claw is located in the Jubilife Condominiums in Jubilife City. Talk to the blonde woman on the first floor to receive it. Players can find the Jubilife Condominiums North of the Pokémon Center.

In fact, players can obtain plenty of things in or around Jubilife City. For example, you can obtain the Old Rod on its west route and the TM10 Work Up from the Pokémon Trainer’s School. After you get your first badge, you’ll get access to the Global Trading Station as well, where you can deposit Pokémon and ask that it be traded for a specific one that you want.
